Trump's Woke Warning Overlooks The Continent's True Danger: Economic Decline.

Donald Trump's security policy document offers a flawed assessment of Europe. It claims that open-border policies and what it terms "woke" policies pose an grave risk to European civilization. However, this perspective is based on a serious misinterpretation of the reality. The true challenge confronting the EU is not cultural but economic and technological lag.

A Glaring Economic Gap Between the US and Europe

The data paint a stark contrast. From 2008 and 2023, American economic output surged by eighty-seven percent, compared to a mere thirteen and a half percent growth for the European Union. Over this period, European income per person dropped from over three-quarters to just half of the US level. Strikingly, even the poorest US state now has a greater average income than several leading European economies like Italy and France.

Currently, roughly half of the world’s 50 largest tech companies are American, while only four are from Europe.

The Innovation Deficit: The Core Problem

The growing economic gap is driven by stronger productivity growth in the US, fueled by breakthroughs and higher total factor productivity. The landscape of global tech leadership is decidedly American. In the last fifty years, hundreds of American startups have scaled into companies valued at more than $10bn, versus just 14 in Europe.

This gap prompts a pressing issue: As the competition for tomorrow's sectors like semiconductors, AI, and quantum computing, where does Europe stand? Experts widely agree it is largely a contest between two between the United States and China, with European nations entering at a significant handicap.

Underlying Factors of the Continent's Technological Lag

A number of major reasons explain this innovation chasm.

  • Venture Capital: The US boasts a much more robust and agile network for funding startups. Europe has yet to establish a genuine capital markets union, which limits the growth potential of new firms.
  • Regulatory Fragmentation: Complex and divided regulation hamper European business. A American entrepreneur can introduce a product under a single set of laws to access a consumer base of over 330 million. The European Union, despite a larger population, is divided among 27 different national systems, creating huge internal barriers.
  • Mindset Differences: Attitudes toward risk-taking differ sharply. In parts of Europe, business failure was once viewed with penalties, whereas in the US, it is often seen as a valuable lesson.
  • Defense Spending: The United States enjoys a deeply integrated academic-military-industrial complex. The continent's long-term lack of spending in defense has weakened its capacity for pioneering research.

A Path Forward: Reasons for Hopefulness

Despite these challenges, there are reasons for optimism. Policymakers are increasingly aware of the severe threat and have started to propose serious reform. Key reports on European competitiveness and the internal market highlight the need for sweeping changes.

Given appropriate incentives and regulatory reforms, these assets could support much higher levels of commercial innovation.

Europe retains significant advantages: high-quality human capital, excellent schools and universities, and premier labs. Coupled with a vast domestic consumer base and high savings rates, these elements could trigger a surge of investment and entrepreneurship.

Importantly, even if Europe does not take the lead in creating cutting-edge tech, it can still significantly boost productivity by implementing and tailoring innovations from elsewhere.

A Critical Juncture

The European Union now stands at a decisive moment. To paraphrase a famous line, economic erosion often happens "slowly, then all at once". To date, Europe's slide in innovation has been steady. However, if it fails to take bold steps to tackle its structural weaknesses, today's gradual weakening could give way to a rapid and permanent loss of global economic relevance.
